EML AdvisorsExport Controls. Simplified.
Services

Precise, actionable guidance on U.S. and international trade regulations.

Export controls turn on exact terminology and technical facts. We apply both, and we explain the result in plain language your engineers, executives and counsel can act on.

Export and Import Classification

ECCN and USML classification for hardware, software and technology, plus HTS classification for import compliance. Multi-jurisdiction determinations, including commodity jurisdiction and CCATS requests, with thorough rationales.

Authorization Support

End-to-end export license applications and agreements, exemption and exception use, and technology control plans, including agency correspondence and license condition monitoring.

Compliance Program Development

Design and implementation of export management and compliance programs: policies, internal controls, red flag screening and training.

Regulatory Advisory

Applied interpretation of the EAR, ITAR and OFAC sanctions for specific transactions, technologies and business activities, with clear written analysis.

Internal Audits and Gap Analysis

Assessment of existing compliance programs against current regulatory requirements, with prioritized remediation roadmaps.

Training and Education

Customized compliance training for every level, from sales team awareness to in-depth sessions for compliance officers and legal counsel.

Who we serve: aerospace and defense, telecommunications, semiconductors and advanced computing, software, AI, energy, bio and pharma, research institutions and universities, and other high technology sectors.

Our Approach

Right-sized support that meets you where you are.

Every engagement starts with a clear view of your risk. From there, support scales with your maturity, industry and regulatory exposure, so you get exactly the help you need, no more and no less.

1

Assess Understand the risk

Trade risk assessments across your products, technology, customers and global footprint. Gap analysis against BIS, DDTC and OFAC program expectations. Quick-turn spot checks before an audit or acquisition.

2

Build Fix what matters most

Right-sized compliance programs: policies, classification and authorization workflows, technology control plans, deemed export frameworks and ITAR registration support. Classification, licensing and role-based training.

3

Sustain Scale efficiently

Fractional export compliance officer support without a full-time hire: classification and licensing oversight, program governance, screening escalations and executive reporting. M&A due diligence and post-close integration.

4

Advise Navigate complexity

Specialized support when the stakes are high: voluntary self-disclosures to BIS, DDTC and OFAC, investigation and monitorship support alongside your counsel, and EAR and ITAR questions for foreign subsidiaries, joint ventures and R&D centers.
